On March 15, 2023, Governor Greg Abbott announced the appointment of four individuals to the One-Call Board of Texas. Sandy Galvan, Joe Canales, Roberto De Leon, and Derek Delgado have been selected for terms that will end on August 31, 2025. The One-Call Board oversees the “Call Before You Dig” system, which notifies underground facility operators about planned excavation projects. This helps ensure that pipelines and utility lines are properly marked, preventing accidents and promoting safety.
Sandy Galvan, from San Antonio, is a retired school administrator and a partner at Ardaga and Associates. She holds a Bachelor of Science in Education and a Master of Arts in Leadership, Administration, and Counseling.
Joe Canales, a Frisco resident, serves as the senior director of construction at Spectrum. A retired U.S. Army Reserve veteran, Canales has also been involved in the Time Warner Cable Diversity Council and the Society of Cable Telecommunications Engineers.
Roberto De Leon, based in Corpus Christi, works as a regional support manager for AEP Texas and has previously been involved with the United Way AEP Texas Campaign. He holds a Bachelor of Business Administration in Accounting from Texas A&M University Corpus Christi.
Derek Delgado, from Pasadena, is currently working toward a Master of Business Administration in Project Management at Louisiana State University Shreveport. He is also a firefighter and reporter for the Pasadena Fire Department. Delgado previously served as a student regent for the University of Houston System and earned a Bachelor of Science from the University of Houston Clear Lake.
These appointments will require confirmation by the Texas Senate.
